INTRODUCTION

The Panda Standard is the first voluntary carbon standard designed specifically for China. It will provide transparency and credibility in the nascent Chinese carbon market and will advance the People’s Republic of China (PRC) Government’s poverty alleviation objectives by encouraging investment into China’s rural economy.


China has suffered heavy losses because of climate change. If adaptive measures are not taken, climate change will impact China further in a number of key areas: 1) Agriculture; 2) Forest and other natural ecosystems; 3) Water Resources; 4) Coastal zones; 5) and overall Health and other sectors.

 

Disasters caused by climate change cause more profound and lasting effects on the areas with fragile ecosystems and environments. In China, the location of poverty-stricken areas strongly correlates to ecologically fragile areas. According to statistics from the Ministry of Environmental Protection, 95 percent of people in absolute poverty are living in the interior of the country with damaged ecological environments. These poverty-stricken areas are more sensitive to climate change - extreme climate events like droughts or floods occur frequently with devastating consequences.

 

The Panda Standard is designed to directly address these areas most at risk of being effected by climate change.
